Hon. Justus Ngossor is the Second Speaker of the County Assembly of Kajiado since the promulgation of the Constitution of Kenya, 2010. 

The Speaker was elected to the position on 21st September 2022 during the First Sitting of the Third County Assembly as enshrined in the Article 178 of the constitution of Kenya.

The County Assembly Speaker’s engagement in public service was first in the year 2013; this marked his political career when he won the Ewuaso Oonkidong Ward representative seat. In 2017 general elections, he was among the few members of the County Assembly who made a comeback after he got reelected, a testament of good leadership.

During his tenure in the first Assembly, Hon. Justus Ngossor served as a member of the Kajiado County Assembly Service Board considering that at the time he was a leader of minority party. Hon Ngossor is therefore part of the pioneer team that made effort to build the County Assembly systems and structures from scratch. At the time the devolution governance was taking shape and the County Assemblies had to employ competent support staff, build infrastructures and develop systems for efficiency. His name will therefore go to the annals as part of the team that got the Assembly to a formidable foundation when the new devolution governance took off. 

Additionally, the Speaker’s leadership acumen saw him serve in important committees as the chairperson. He was the chairperson for Public Accounts and Investment Committee. During the Second Assembly Hon. Ngossor was the Chairperson, Education Committee. It was during this period that the Education Committee pushed for the allocation of bursary from sh. 70million to Sh. 100million. The Speaker says this was a boon to the education sector that has seen needy students benefit to acquire education. 

The Speaker has also served as a member of the Select Committee on Appointment a member of Sectoral Committees Budget and Appropriation; and Finance and Economic Planning Committee. Other committees in which he has been a member include; House Business Committee, Roads and Public work Committee. This places the speaker on the pedestal as a leader who has markedly contributed to motley legislations for better Kajiado County

The Alumni of St. Paul’s University, Hon. Ngossor pursued Bachelor of Arts in leadership management. Earlier the Speaker had pursued Diploma in Business Administration at Premese Africa Development Institute.
