PUBLIC SERVICE COMMITTEE GRILLS CEC OVER LEAVE OF A PAYROLL MANAGER

The County Public Service Committee has today grilled the CEC Member for Public Service, Social Services, Administration, Inspectorate & Citizen, Alais Kisota and the Department’s Chief Officer Rose Mumbe over a 6 month compulsory leave slapped on a senior County Officer.
The County Payroll manager Andrew Muange had appealed through the Assembly over harassment, intimidation and unfair labour practices by the CEC Alais Kisota.
Mr. Muange seeks that the County Assembly overturns the 6 month leave meted on him.
The County Payroll manager said that he registered a complaint against unfair treatment by the CEC Mr. Alais Kisota and the Chief officer Ms. Rose Mumbe for placing him on a 6 month compulsory leave as a result of failing to follow the CEC’s directive to expunge names of 11 County officers among others from the County Payroll and subsequently freeze them from earning their salaries as a result of their political inclinations during the August 2022 polls.
Defending his move CEC Alais Kisota said that the decision to send Mr. Muange on compulsory leave was as a result of an Audit query flagged by the National government Public Service Commission that undertook payroll audit of all counties. Kajiado payroll department riddled with audit query on claims of ghost workers as well as inefficient payroll management system.
The Committee will give its recommendations and resolutions in its impending report on the matter.
